7 September 1974: When Pakistan formally became a Takfiri Republic!

On 7 September 1974, Pakistan formally became the Takfiri Republic of Pakistan (TRP). On that date, Pakistan’s elected parliament, pressurized by sectarian Mullahs, led by unscrupulous politicians, played God in declaring Ahmadis as non-Muslims.

The law came into force after the formal assent of the President ten days later, on 17 September 1974.

CONSTITUTION (SECOND AMENDMENT) ACT, 1974

An Act to amend the Constitution of the Islamic Republic of Pakistan [Gazette of Pakistan, Extraordinary, Part I, 21st September, 1974]

The following Act of Parliament received the assent of the President on 17th September,1974, and is hereby published for general information:-
Whereas it is expedient further to amend the Constitution of the Islamic Republic of Pakistan for the purposes hereinafter appearing ;

It is hereby enacted as follows:-

1- Short title and commencement.

(1) This Act may be called the CONSTITUTION (SECOND AMENDMENT) ACT, 1974

(2) It shall come into force at once.
2- Amendment of Article 106 of the Constitution.

In the Constitution of Islamic Republic of Pakistan, hereinafter referred to as the Constitution in Article 106, in clause (3) after the words “communities” the words and brackets “and persons of Quadiani group or the Lahori group (who call themselves ‘Ahmadis’)” shall be inserted.

3- Amendment of Article 260 of the Constitution.
In the Constitution, in Article 260, after clause (2) the following new clause shall be added, namely–

(3) A person who does not believe in the absolute and unqualified finality of The Prophethood of MUHAMMAD (Peace be upon him), the last of the Prophets or claims to be a Prophet, in any sense of the word or of any description whatsoever, after MUHAMMAD (Peace be upon him), or recognizes such a claimant as a Prophet or religious reformer, is not a Muslim for the purposes of the Constitution or law.” (Source)

On 7 September 1974, Pakistan became the first ever Muslim majority country in the world where an elected parliament declared a minority Muslim sect (Ahmadiyya Muslims) as infidels (or Kafir).

This was the second amendment to the 1973 Constitution of Pakistan for which Zulfikar Ali Bhutto proudly took credit for this most shameful act in Pakistan’s democratic history. Declaring Ahmadis to be non Muslim is one of the biggest sins of PPP which resulted in Persecution of Ahmadis in Pakistan and latter transpired in a greater calamity for another Muslim minority community, i.e., Shias who currently face a slow-motion genocide in Pakistan at the hands of Takfiri Deobandi extremists, with at least 19,000 dead and a similar number injured or permanently maimed.

Later in 1984, military dictator General Zia-ul-Haq issued a barbarian ordinance which barred Ahmadis from free practice of their faith, restricting them from using Islamic terms; a mere act of saying Assalam-o-Alaikum by an Ahmadi was declared a criminal offence.

However, the roots of anti-Ahmadi prejudice run deep in the Subcontinent’s Muslims, including Sunni and Shia, although barring two or three token Shia clerics who joined the almost entirely Sunni-led and Sunni-participated anti-Ahmadi movement, majority of Shiites in Pakistan acted as insensitive spectators of Ahmadi persecution. For most Shiites, anti-Ahmadiyya movement by Sunnis was nothing more than an intra-Sunni feud.

It’s not only Sunni Deobandi, Ahle Hadith and Barelvi clerics who were full of hate speech against Ahmadis, several enlightened Sunni scholars too were not much different. It was a personality no less than the philosopher of Pakistan Allama Muhammad Iqbal who had for the first time demanded of the (then British) government to declare Ahmadis as non-Muslim minority.

The anti-Ahmadi legislation turned out to be a major step by the Pakistani State (after the induction of the Objectives Resolution) towards religious intolerance, sectarian violence and Takfiri terrorism. General Mohammed Zia Ul Haq went a step further and enacted notorious Ordinance XX restricting Ahmadis from labeling themselves as Muslims or practising Islamic rituals and traditions.

The anti-Ahamdi legislation encouraged politicians to further exploit Islam for politically expediency. It emboldened Sunni clerics as they tightened their hold on Pakistani society. It enabled Saudi Arabia to further promote its agenda of converting Pakistani into a Salafi-Deobandi republic. Indeed the precedent set by the second amendment gave the mullahs the audacity to intimidate the state into doing their bidding. It made it alright for the government, army, judiciary and politicians to use religion for political purpose. It resulted into further discriminatory laws. The controversial blasphemy laws (1986), the Hudood Ordinance (1979), the anti-Ahmadiyya Ordinance XX (1984) were natural results of the second amendment.

  1. n fact it is height of honest and bold journalism which LUBP is promoting and I am sure of its flourishing as long it sticks to this policy. Extremist and opportunist so called Muslim Clerics are taking 08.09.2012 as the day of throwing Ahamdiyya out of ambit of Islam. On contrary How Allah Almighty blessed Ahamdiyya is evident from the 2nd day speech of Supreme Head of the Community which he delivered at the annual gathering in UK. He informed the plus 30 thousands audience about the blessings of Allah on the community. Briefly these blessing included:

    Participation of individual Ahmadi Muslims, community delegates and many governments’ representatives who traveled to the UK International Annual Convention from all over the world. Joining of 512,352 new souls to the peaceful Ahmadiyya Islam. During the last 28 years – since 1984 when Ahmadi activities were banned in Pakistan – the Ahmadiyya Muslim Community has expanded to 111 more countries and is now present in 202 countries of the world with 2443 formal and permanent missions. Supreme Head further informed that the community added 338 new mosques worldwide during the year which include 119 locations newly added by the community and 219 locations that came to the community due to the mass conversions in the localities where the mosques were situated.Over 2 million new books and booklets were published in 45 languages this year, He announced that with an addition of 117 centers in 108 countries during the preceding twelve months, the community’s total number of mission houses have now increased to 2,443.According to the records, the Ahmadiyya Muslim Community has already completed and published the Holy Quran translations in over 70 major languages of the world and there are currently 15 more translation in various near-completion stages.Millions of people worldwide receive Ahmadiyya message of Muslims for Peace through knocking on doors and electronic and moving billboards in North America; and millions more in Europe, Australia and Africa received the message that Islam stands for loyalty to one’s homeland.Just in Germany, 3,000,000 fliers have been distributed.The convention proceedings are being broadcast live from Hadeeqatul Mahdi (Alton, UK) via the worldwide Muslim Television Ahmadiyya International and available via 28 different Internet video streams.     Above are just few glimpses of the blessings this community is receiving every moment. On contrary when one sees the miserable situation of Pakistan due to unjust decision of its national assembly 38 years back, honest appraiser can well judge who was at wrong wicket. Nothing is late. Even now if the nation can realise that this was a wrong and unjust decision and if it can be repealed, might be prosperity can return to Pakistan.Is there any rational and sensible one who can pay heed to this call?

  2. We should study and observe The Amman Message. http://ammanmessage.com where it was stated that no Muslim should declare another Muslim as ‘non-Muslim’. Naturally, in order that this Message should become effectiv, the members of the Ahmadiyya Muslim Jama’at must be included in these resolutions. Only by eliminating the rootcause of all divisions can the Muslim Ummah unite.

    I am not worried about Pakistan because Ahmdis around the globe are always praying for its safety and existence. Insha’Allah it will be save. But not the culprit of opposing the reformer of the time.Inhsa’Allah.

  4. In the end truth will prevail. Signs of Allah are visible to believers. Opponents will boil in their jeoalousey (hell), but caravan of Truth is moving on under its Khalifa (appointed by Allah). Allah has appointed His angels to safegurad the caravan of Ahmadyyat and to spread its acceptance to those who fear Allah. Destiny is clear. May Allah (swt) bestow His blessings on the Khalifa and on all Ahmadis around the world.
    This Jalsa is another proof that this Jama’at has support of Allh(swt). Where are those who rose with loud claims to destry Ahmadyyat. They were stronger than these mullahs.

  5. Hunde bellen, die Karawane zieht weiter. Just compare the speeches delivered at the eve of Jalsa Salana of AMA of UK by their scholars with the Hew and cry of Mullahs of different sects of so called Islam raised at their annual Khatam-e-Nabawwat Conferenceof 2012.
