BEIRUT, Lebanon — After weeks of mystery surrounding his intentions, Brig. Gen. Manaf Tlass, the former commander of an elite Republican Guard unit in Syria, announced his defection on Tuesday night, the first member of President Bashar al-Assad’s inner circle to do so since the uprising began in March 2011.
