This year’s UN General Assembly has seen more national leaders than ever seek reform of the Security Council, with France’s President Francois Hollande saying membership was not a “privilege handed down through time” and smaller countries saying expansion could solve the council’s frequent paralysis and the image of increasing arrogance and powerlessness.
