TRIPOLI, Libya—Libya’s interim governing authority formally announced the North African country liberated from the slain strongman Moammar Gadhafi and began to officially set out a more-detailed political process to help Libya achieve a more representative democracy.

“The revolution has been orchestrated by a divine hand, we have to continue on the righteous path,” he declared. “Honesty, patience and reconciliation is what is needed.”
