In Defense of the Secular Narrative of the Holy Quran

Does the Quran present a theocratic or a secular state? My short answer is ‘a secular state!’

But, a more interesting question is: Do the Muslims read a theocracy or a secular state, in the holy Quran? The answer to this question is a resounding: ‘both.’

Confusing, isn’t it for the non-Muslims.

The fact of the matter is that even a lot of Muslims are also confused on this issue of what does the Quran say about government, and usually cannot resolve the issue even over a lifetime. I believe, the Muslim masses will always remain confused unless they find the passion to educate themselves, for the clerics will always keep them bamboozled, serving their parochial and selfish political agenda.


According to a recent PEW Research Center survey a very large majority of the Muslims in Pakistan and Afghanistan want to strictly follow the Shariah Law, whereas only 13% of the Turkish Muslims subscribe to that vision. They cannot all be speaking for the Quran.

Unlike a precise book of mathematics or science, the scriptures allow for multiple interpretations, at least in the mind of the readers, depending on their agenda. The Quran itself states:

He it is Who has sent down to you (Muhammad) the Book; in it there are verses that are fundamental, they are the basis of the book and there are others which are allegoric. As a result, those who have an axe to grind pursue such that are allegoric, seeking to create confusion and pervert their meaning, and none knows of their meaning except Allah and those who are firmly grounded in knowledge; these last affirm: We believe in it, all of it is from our Lord and none take heed except those gifted with understanding. (Al Quran 3:7/8)

Regarding its divergent effect on the believer versus the non-believer it says:

And We are gradually revealing of the Qur’an that which is a healing and a mercy to the believers; but it only adds to the loss of the wrongdoers. (Al Quran 17:82/83)

Now let me present a possible scenario, how debate about secularism versus theocracy can potentially play out about different verses of the Quran.

Sir Zafrulla Khan was the first Foreign Minister of Pakistan. From 1954 to 1961 he served as a member of the International Court of Justice at The Hague. He again represented Pakistan at the UN in 1961–64 and served as president of the UN General Assembly in 1962–63. Returning to the International Court of Justice in 1964, he served as the court’s president from 1970 to 1973. He will be our legal and religious expert here, for secularism.

He wrote in a short article, The Concept of Justice in Islam:

Before Islam, the concept of justice in Arabia was purely patriarchal inside the family and the tribe, and between different tribes a rough and ready balancing up through a succession of tribal feuds and vendettas. The administration of justice on the basis of law, rights, duties, and penalties through the machinery of courts and judges was something unfamiliar to the Arabs. Islam not only introduced this concept but made the settlement of disputes through judicial determination obligatory upon the Muslims.

But no, by thy Lord, they are not believers until they make thee judge of all that is in dispute between them and then find not in their hearts any demur concerning that that which thou decidest and submit with full submission. (4:66)

This verse lays down, first, the obligation that disputes must be judicially determined; then the moral duty that once the judicial process has terminated in a final decision, the decision must be accepted without leaving a trace of resentment or demur in the minds of the parties whichever way the decision may have gone, and finally that it should be submitted to and carried out to the full.

Those who are not familiar with the style and idiom of the Quran might be disposed to restrict the operation of this verse to judgements delivered by the Holy Prophet himself. This would not be correct. Very often when the Prophet is addressed directly, the commandment, injunction, or obligation is laid upon all believers, or has a general application. Nor is there any room here for attributing special sanctity to judgments delivered by the Holy Prophet. He has explained that in determining a dispute he tries to arrive at the truth of the matter on the basis of  the presentation of the case by the parties. He may go wrong and award something to a party to which the party is not entitled. Should that happen the party that under the judgement takes or recovers that to which he or she is not entitled is guilty of appropriating wrongfully that which does not belong to him or her.

This verse is thus emphatic in making obligatory the determination of disputes through judicial process and complete submission to the final judgement is not merely carrying it out, but in reconciling oneself to the judgement in one’s mind so that no resentment or sense of privation is left behind.

Incidentally, the verse quoted above would be 4:65 in many translations of the Quran; for while Sir Zafrulla Khan has counted the very first verse shared by every surah, except one, also referred to as Bismillah, many translations don’t.

Now, the judicial systems in the Western societies have become elaborate and sophisticated over time and given this very articulate presentation of Sir Zafrulla Khan, I believe, the believers have no choice but to benefit from the scholarship and precedence of the last five centuries in Europe, Australia, USA  and Canada.

But, before we feel very reassured in our secular vision, let me warn, that the verse quoted above, “But no, by thy Lord, they are not believers until they make thee judge of all that is in dispute between them and then find not in their hearts any demur concerning that that which thou decidest and submit with full submission. (4:66)” and there are many similar verses in the Quran, can be double edged swords.

The clerics can easily quote these verses as submission not to the secular judges, but to the Prophet only and they themselves being next in the chain of command, under one guise or the other.

Take the example of Sayyid Ali Hosseini Khamenei, he is not only the head of state of Iran and the commander-in-chief of its armed forces, but also a marja. What is a marja?

In Shia Islam, marjaʿ (Arabic: مرجع‎‎) (Plural: marājiʿ), also known as a marjaʿ taqlīd or marjaʿ dīnī (Arabic: مرجع تقليد / مرجع ديني‎‎), literally meaning “source to imitate/follow” or “religious reference”, is a title given to the highest level Shia authority, a Grand Ayatollah with the authority to make legal decisions within the confines of Islamic law for followers and less-credentialed clerics. After the Qur’an and the prophets and imams, marājiʿ are the highest authority on religious laws in Usuli Shia Islam.

So, whereas Sir Muhammad Zafrulla was presenting the verse in a broader and a secular perspective, it is not hard to see, how such verses with a little literal interpretation and a little passion and zealotry can be used as a prescription for theocracy; which we incidentally have in Iran and it becomes fairly obvious from just reading the roles of Sayyid Ali Hosseini Khamenei in Iran, as noted above. However, for 90% of the Muslims, who are Sunni, the authority of Khamenei means nothing. Absolutely nothing!

So, whereas it is impossible for the Muslims to come together under religious leadership of one sect or the other, for a large majority of them have their own individual ‘marjas,’ they can easily unite and coexist on secular principles, like Protestants and Catholics do in the Western countries, which are also safe haven for significant Muslim populations.

From Iran allow me to jump to USA, some two centuries ago at its foundation.

The deliberations of the Constitutional Convention of USA in 1787 were held in strict secrecy. Consequently, anxious citizens gathered outside Independence Hall when the proceedings ended in order to learn what had been produced behind closed doors. The answer was provided immediately. A Mrs. Powel of Philadelphia asked Benjamin Franklin, “Well, Doctor, what have we got, a republic or a monarchy?” With no hesitation whatsoever, Franklin responded, “A republic, if you can keep it.”

In other words keeping the republic requires constant work and vigilance. The same is, I believe, true for maintaining secularism, in the Muslim societies. Unless, the masses have been educated for decades and centuries, given their love and zeal for religion, they are always vulnerable to fall prey to the religious rhetoric of the clerics and fall into a theocracy.

So, the work and scholarship of the secularist is never complete. We have to constantly present new narratives and old ones in more beautiful garbs, from the Islamic sources to keep educating ourselves and others about the benefits of secularism, human rights, gender equality, justice for every one and checks and balances in governance.

Before I close my case today, I want to share with you a nice excerpt by Maria Massi Dakkake, from her article, Quranic Ethics, Human Rights, and Society, which is a part of a recent commentary of the holy Quran by Seyyed Hossein Nasr and associates. The accentuations have been picked up by me:

One can identify five interrelated principles governing Quranic social ethics: The first is the significance of the religious community, or ummah. The Quran envisions the ummah as a collective of individual believers and has nothing explicit to say about the governance of the community or who has the right to authority over it. Although the Quran enjoins believers to obey those in authority among them (4:59), it never specifies the criteria for such authority or the mechanisms by which such an  authority should be chosen and exercise power. These matters are discussed to some extent in the Hadith literature. The Quran does, however, encourage believers to determine their affairs by consultation among themselves (42:38) and even directs the Prophet Muhammad to consult with his followers in certain matters (shawirhum fi’l—amr; 3:159). Thus, the Quranic conception of the ummah is primarily that of a collective of believing individuals who have moral obligations to the community as a whole and to each of its members as well as to themselves. The good of the whole and the good of the individual are not seen as competing interests that need to be opposed to each other, but as mutually reinforcing concerns. The Quran explicitly states that all believing men and women are protectors (awliya’) of one another (9:71) and thus bear substantial moral responsibility toward fellow believers. Importantly, according to 9:71, both men and women share in this moral responsibility toward fellow believers and the ummah.  Each individual has the duty to uphold the moral standards of the community, and the community has the collective responsibility to enforce these standards. Ideally, the moral health of individuals contributes to the moral health of society, while the moral integrity of society encourages and provides fertile ground for the proper moral and spiritual development of each of its members. This principle can be derived from the Quran’s charge to both individuals and the collective community that they enjoin right and forbid wrong (3:104, 110; 9:71).

Incidentally, Seyyed Hossein Nasr is an Iranian professor emeritus of Islamic studies at George Washington University,[2] and an Islamic philosopher. He is the author of scholarly books and articles.[1][3]

What the promoters of Shariah Law or theocracy often forget is that even if there were any components of theocracy during the life time of the Prophet Muhammad, may peace be on him, given his prophethood and constant revelation from All-Knowing God, he did not prescribe any for the future. He did not leave any advice for any political system. He just gave us a vision for justice, human rights, gender equality, peace and compassion, which was to be instituted by mutual consultation.

    O ye who believe! Obey Allah and obey the Messenger and those charged with authority among you Q.4;59

    When there comes to them some matter touching (public) safety or fear, they divulge it. If they had only referred it to the Messenger or to those charged with authority among them, the proper investigators would have tested it from them (direct) Q.4;83.

  2. Secularism is relatively recent ideology which was developed long after the revelation of the Quran.

    Muslims had Caliphate based upon the Sunnah and the Rashidun Khilafat.

    That is why women forbidden to drive car.

    That is why Saudi is anti- democratic system-secularsm

    Acrually non Arab Muslim do not need to follow the sunnah perfectly, we can change it be better that Ara Muslim.

      Clearly Muslims have learnt new things and have corrected other philosophical ideas during the middle ages.

      Also many things developed during the past 14 centuries with regards to deriving laws, governance and various meta and physical studies.

  4. Quran contains verses that are directly related to the public affairs and hence Quranic teachings refute the idea of seperation of “religion and state.”

    If secularism means seperation of religion and state then it would contradict the Quran and also how the Prophet pbuh ruled in madina.

    Secularism cannot be rationally justified and neither is it in agreement with some ayat of the Quran, because in essence it posits the absurd notion that man’s purpose in life should be separate from man’s affairs in life. Secularism then results in a materialistic re-interpretation of man’s purpose of life.

    Unfortunately many Muslims don’t question secularism and other idealogies. The first assumption is that Muslim decline is due to the ‘traditional Muslim understanding of Islam. This is easily refuted when we consider that during the first 500 years of ‘traditional Islam’ Muslims were technologically, militarily and economically the most advanced in the world – innovating many new technologies and expanding the boundaries of human knowledge.

    The fact that Muslims believed in Shariah laws, implementing quranic laws to public affairs, hudud punishments, the traditional family and abiding by Sunnah teachings didn’t limit their cultural advancement in the slightest. This demonstrates that the spirit of technological progress and knowledge development has NOTHING to do with the ‘traditional’ Islamic law system.

    The Islamic Khilafat is not limited to only being implemented using medieval technology, but can be implemented using modern technology! Systems don’t change, technology changes. Democracy pioneered by greek philosophers, yet no one believes that implementing it will send people back to the iron or bronze age. Political systems merely describe a set of relationships between humans, not a technological tool or piece of equipment.

    The other assumption made by “modernists”, is that religion is a retrograde force, and that european advancement , political stability and economic success is the result of leaving religion and implementation of secularism and nationalism. However history begs to differ.

    For most of the last 500 years, technological advancement in the West started, and has mostly occurred, under highly religious non-democratic european monarchies and empires. The secular Democratic Europe we see today mostly emerged only in the last 50years! The vast majority of pioneering Western scientists were not Atheists, nor did they live under Secularism, but rather they were religious.

    What took the West out of their Dark Ages, was the change induced by their interaction with the medieval Islamic civilisation which developed a spirit and state of mind that led to the beginning of technological development and the advancement of human knowledge LONG before Liberalism, Secularism, Nationalism were invented.

    Oh how human memory is short to believe those ideas have existed since the beginning of Western development! If you look back 100 years, you’d see a europe mostly NOT LIBERAL and 150 years back mostly not secular. Technically, UK is still not a Secular country! The head of state is the head of the national Church – a relic of the not-so-distant past).

    Western development came from a state of mind , not from secularism (just look at the modern example of China, a country fast outpacing USA and europe in inventions and industry, despite being not Liberal and not Democratic!).

    In contrast, the Muslim Arabs, Turks, Kurds, persians and other ethnic groups developed and advanced not when they removed religion from their life’s affairs (like the pagan Quraysh had been doing for centuries) but change only happened after they CONNECTED religion with their life’s affairs – Islam. It was only then that the Arabs, Turks, Persians, Kurds, Morrocans then rose at an intellectually and technologically alarming rate, eventually surpassing all the empires around them in achievements.

    What changed the Arabs was not contact with another civilisation, but rather the introduction of Islam – which spread beyond the Arabs, creating a new ‘nation’ (the Muslim Ummah).

    The obligation to prayer alone, viewed today as a purely private spiritual affair, created in the medieval Islamic world, the knowledge advancements in city planning, street lighting, acoustics, astronomy, navigation. [yes, all that from just the Islamic obligation of the Salah!].

    The task of the Muslim today, is not to change Islam in the hope of imitating the West’s current intellectual follies, but rather to recapture the state of mind and spirit that made our medieval ancestors excel in civilisation.

    • My simple ‘feeling’ on the subject of ‘separation of religion and state’: Yes, agree with you that the Qur’an provides a lot of guidance on a political system also. Simple put: ‘Observe Justice’ ! Let’s be pragmatic: The problem is not the Qur’an and not the Hadith, however, the problem is very much those who are supposed to interpret it. To you really want to trust for instance the Pakistani Mullahs? (or the Afghani Mullahs? or the Saudi Mullahs?) Impossible, is it not? Therefore the Ahmadiyya Muslim Jama’ats guidance on the separation of religion and state is the only practical one.

      • Quran does provide laws with regards to public affairs, inheritane, judical regulations, hudood laws and other aspects of society.

        Regarding the application of the Quran on public affairs, then yes it is practical or else there would be no reason to have such verses. Quran is not just a theory book, but rather comprehensive law and guidance with regards to all major aspects of our lives.

        The application of quranic verses with regards to state matters is practical as proven by more than 1200 years of Caliphate and practise of Shariah during the ummah’s history.

        The muslims excelled in education, justice, science and governance when they did not seperate religion from state.

        However since secularism was introduced to the ummah, it has gone down so far really negatively. Pretty much all the secular leaders of the ummah during the last 50 years have been tyrants and many secular states are corrupt. So even if we don’t trust the saudi or pakistani clerics, i don’t see any reasons to trust our current secular rulers who are more corrupt and oppressive.

        So Muslims can’t implement Sharia, despite all Muslims schools of thought agreeing on the basic Islamic political laws (zakah, one leader, shura, hudood, prohibition of riba etc etc)??

        but you apparently have no problem implementing Secularism to Muslims despite there being NO Book, No agreed perfect exemplar of its implementation (e.g. Prophet), and No common agreement on ANY Liberal idea or philosophy – leading to hundreds of political parties all based upon mutually conflicting interpretations?!!

      • Actually Muslims can implement the basic Islamic political laws even under a secular system. We need to implement absolute justice and absolute justice is found in the Islamic political system. I agree. Yes, Muslims prospered in the ‘Golden Age’ from following this guidance. The problem now-a-days is the profession of Mullahs who claim they know all but in fact are ignorant. What to do about that?

      • We should practise as much as we can on what is agrred upon regarding the Quranic laws on public affairs.

        Jurists should be able to find out what is pretty much agrred upon in the Shariah and the rulers can apply those agreed upon laws derived from the Quran.

        Problem is not only with Mullahs, even secular leaders across the ummah are ignorant, corrupt and unjust. Both mullahs and secular rulers can only be shown their misguidance by pointing out the verses of the Quran which mentions justice, societal and judical laws and other matters of the public

      • Let me go a bit deeper into the question: (as you will note my answers usually a short and to the point, but sometimes – I agree – this is not sufficient). When we talk of separation of religion and state we do not recommend to choose this dictator or that (as you pointed out) nor the cash-led-‘democracy’ of the USA. When good Muslims get elected they will – Inshallah – choose laws from Qur’an, which are full of JUSTICE. The separation of religion and state however will act as a safeguard against a Sunni Head of State discriminating against his minorities (Shia, Ahmadi and others), or Shia Head of State imposing his version to his Sunni subjects. (I hope you get my meaning). I am not at all against all the beautiful Quranic laws.

        although secularism and justice are not synonymous terms so Muslim nations dont need to start of by secularism.

        The early caliphate or even sultanate started through the implementation of the agreed upon laws derived from the Quran.

        we can leave the disagreement about the shariah after we first practis what we agree upon with regards to the quranic laws.

    Yes, the secular-democratic system is compatible with Islam, as Allah described in Al Quran;

    Basing on God’s laws in written in Al Quran, God commanded Prophet Muhammad (saw) to consult with all groups in society like Jews, Christian, atheist and Muslim to seek or find the appropriate rule that fit to all groups. Allah said;

    And by the Mercy of Allâh, you dealt with them( Jews, Christian, Quraish etc) gently. And had you been severe and harsh¬hearted, they would have broken away from about you; so pass over , and ask (Allâh’s) Forgiveness for them; and consult them in the worldly affairs. Then when you have taken a decision, put your trust in Allâh, certainly, Allâh loves those who put their trust (in Him). Q 3; 159.

    And who conduct their worldly affairs by mutual consultation, and who spend of what We have bestowed on them; Q 42;38

    O you who believe, obey Allah and obey the Messenger and those in authority among you.Q 4;59.

    When news concerning peace or fear comes to them, they go about spreading it. Had they referred it to the Messenger and to those having authority among them (Jews, Christian, Muslim), the truth of the matter would have come to the knowledge of those of them who are able to investigate. Q 4;83.

    These verses are very clear verses that State and religions are separated.

    So the system of Government of America is the Islamic state or Syariah Islamic state. That is why Allah bless America and its people, because they follow Allah’s laws better that Islamic states like Saudi Arabia, Iran, Isis, Taliban, Aceh,Brunei etc. They are wrong, they have been astray.

    • yea – just 33’000 death a year – small number compared to world population. (in USA). ok. 33’000 deaths means that the other 300 millions of people survived. – compared to Japan: 10 deaths out of 127 million population.

      you fool yourself if you think that you really have the “government of people, by people, for people,” while in reality you have the “government of corporations, by corporations and for corporations.” The media and the government, both are hijacked by big corporations and through their two identical twins they provide us with the illusion of democracy.

      While millions of American people are jobless, millions are losing their homes, and millions of American children suffer from hunger and malnutrition, the american state is spending about to a trillion dollars for the business of destruction and creating more enemies so that the business of destruction will become even more needed and lucrative. While the so-called “elected officials” in american state governments are seriously debating of cutting vital social programs such as education and health care, they never talk about cutting the mushrooming military budget, which is more than the military budget of top 20 countries, combined!

      To conclude the american state is nothing in resemblance to the moral teacgings of the Quran!

        (3). Pray any way you wish in America, so long as you do not break the law. Non-Muslims who pray with others in Saudi Arabia engage in an illicit activity that could get them busted, as though they had participated in an drug party.

        (4). The United States, obviously, has no sacred cities open only to members of a specific faith. KSA has two of them, Mecca and Medina; trespassers who are caught will meet with what the Saudi authorities delicately call “severe punishment.”

        (5). With only rare (and probably illegal) exceptions, the U.S. government does not fund religious institutions abroad (and those exceptions tend to be for Islamic institutions). In contrast, the Saudi monarchy has spent globally an estimated US $100 billion to spread its Wahhabi version of Islam.

How can you convince the world that you are the bastion of liberty while your prison industry is booming and you have the highest number of prisoners per capita in the world? You can no more support cruel, corrupt, regressive puppet regimes and occupying military forces, and expect not being hurt by those who you have deprived directly or indirectly from freedom, education, progress, prosperity and hope. You can no more self-righteously claim to be a free and civilized nation while spending a great portion of your national production on conventional and unconventional weapons, which transforms you into arrogant beasts running from one war to another, from one occupation to another. You can no more fool yourselves to be a peaceful nation while you have been shedding the blood of millions of people around the globe in more than hundred wars, covert operations and occupations in less than a century! You cannot condemn terrorism without apologizing to humanity for destroying not one, but two cities in its entirety as retaliation to an attack of your enemy to your military base. If terrorism means to intimidate the enemy by aiming at civilians, then you should look in the mirror without trying to find justification for your own aggression and acts of terrorism.     4. Regarding government laws. Government cannot take a side of religion, he must be neutral. Government and many religion are seperated.
    5. How to make laws for all people, all religion and all races:
    God say in Al Quran.God command Prophet Muhammad to consult with other groups and finf the common ground. Majority cannot allow to impose their law. Government has to protect the right of minority. Every one treat equally at front of law.

    My argument based on God law:

    Allah already explained in Al Quran that Muslim should CONSULT with others like; Jews,Christian, polytheistm, and other religion. As God explained below;

    So, (O Prophet) it is through mercy from Allah that you are gentle to them. Had you been rough and hard-hearted, they would have dispersed from around you. So, pardon them, and seek Forgiveness for them.and consult them(Jews, Christian, Polytheistm etc ) in affairs (worldly affairs,system of government etc). Then when thou hast taken a decision, put thy trust in Allah. For Allah loves those who put their trust in Him (submission). QS 3;159.

    but say: “I believe in the Book which Allah has sent down; and I am commanded to judge justly between you. Allah is Our Lord and your Lord. For us (is the responsibility for) Our deeds, and for you for your deeds. There is no contention between us and you. Allah will bring us together, and to Him is (Our) final goal. QS 42:15.

    Jews, Christians and Muslims who strive together towards all good deeds

    We have sent down to you the Book with truth, confirming the Book before it, and a protector for it. So, judge between them according to what Allah has sent down, and do not follow their desires against the truth that has come to you. For each of you We have made a law and a method. Had Allah willed, He would have made a single community of people, but (He did not), so that He may test you in what He has given to you. 32 Strive, then, to excel each other in good deeds. To Allah is the return for all of you. Then Allah shall tell you about that in which you disputed. Q. 5:48.

    To each (Jews,Christian, Mukmin ) is a goal (direction) to which Allah turns him; then strive together (as in a race) toward all that is good. Wheresoever ye are, Allah will bring you together. For Allah hath power over all things. Q. 2:148.

    When there comes to them some matter touching (public) safety or fear, they divulge it. If they had only referred it to the Messenger or to those charged with authority among them, the proper investigators would have tested it from them (direct) Q.4;83.

    • The context of the following verse is about the prophet asking forgiveness for the believers and have them in consultation:

      “So by mercy from Allah, [O Muhammad], you were lenient with them. And if you had been hard in heart, they would have disbanded from about you. So pardon them and ask forgiveness for them and consult them in the matter. And when you have decided, then rely upon Allah . Indeed, Allah loves those who rely [upon Him].” [Quran 3:159]

      The Messenger of Allah used to ask his Companions for advice about various matters, to comfort their hearts, and so they actively implement the decision they reach.

      you are intentionally misrespresenting the Quranic verses. How can the above verse be used for jews, christians, polythiests, when the Quran forbids us to ask forgiveness for them? Clearly the verse is in reference to believers.

      Regarding the following ayah:

      “We have sent down to you the Book with truth, confirming the Book before it, and a criterian over it. So, judge between them according to what Allah has sent down, and do not follow their desires against the truth that has come to you. For each of you We have made a law and a method. Had Allah willed, He would have made a single community of people, but (He intented) to test you in what He has given to you. Strive, then, to excel each other in good deeds. To Allah is the return for all of you. Then Allah shall tell you about that in which you disputed. Q. 5:48.

      The above verse is Praising the Qur’an and the Command to Refer to the Qur’an for Judgment. The Ayah commands Muslims to Rule/judge between each other by what Allah has revealed in this Glorious Book.

      Allah has instituted different laws to test His servants’ obedience to what He legislates for them, thus, He rewards or punishes them according to their actions.

      The ayat also forbids us to follow anything that contradicts what Allah revealed and the Quranic laws cannot be seperated from public afffairs.

  11. For good governance we can draw inspiration and ideas from the Quran, the Hadith or the Muslim history. The trouble with the so called Shariah Law is that its promoters have boxed their thinking into a limited and medieval mind set. They want to sell it as a package deal. Their package includes some good ideas and some terrible ones and they want to force it down the throat of every one and do not acknowledge the good that already exists.

    These myopic obsessed minds have an axe to grind and do not acknowledge any thing good in the non-Muslim civilizations including the Western civilization that has given them the modern science and technology and the information age. The promoters of “Shariah Law,” are always cutting the branch that they are sitting on.

    From a devout religious perspective all good ideas about justice, compassion and good governance can be listed under a comprehensive commentary of the Quran.

    But the myopic Muslim zealots want to limit all wisdom to their political or religious leaders and fail to acknowledge that God and His teachings are infinite and they cannot box or crib the infinite into their finite and limited thinking.

    Yes, State and Mosque or Church have to be separated. Al Quran clearly proved it.

    The Kingdom of God.
    God is King of the King on earth.

    God had created earth, universal, people in various races, cultures, language, and provided what people needs, and provided also the laws how to live in peace, in harmony, and prosperity. How to govern all different race, faith and cultures. This is a challenge for His people on earth.

    O mankind! Lo! We have created you from male and female, and have made you nations and tribes that ye may know one another. Lo! the noblest of you, in the sight of Allah, is the best in conduct. Lo! Allah is Knower, Aware.Q.49; (13).

    Now Allah be Exalted, the True King! There is no God save Him, the Lord of the Throne of Grace. Q.23 ;116.

    And to Allâh belongs the sovereignty of the heavens and the earth, and to Allâh is the return (of all). QS 24;42

    To Allah belongs all that is in the heavens and on earth; to Him do all questions go back (for decision).Q.3: (109)

    Say:“O Allah, O Lord of the Kingdom, You give kingdom to whom You will, and take kingdom away from whom You will; and You bestow honor on whom You will, and bring disgrace to whom You will. In your hand lies the betterment (of everyone). You are surely powerful over every thing. Q.3:26

    You make the night enter into the day, and make the day enter into the night; and You bring the living out from the dead, and bring the dead out from the living, and You give to whom You will beyond measure.” .Q.3;27

    Allah is Rich and Generous. His wealth abound. God created human and also provide an abundant food. All are free and GOD does not charge a penny. GOD just ask people to work hard on earth, knowledgeable, generous, and good behavior.

    If you live according to my laws and obey my commandments. I will send you rain at the right time so that the land will produce crops and the trees will bear fruit. Your crops will be so plentiful that you will still be harvesting grain when it is time to pick grapes and you will still be picking grapes when it is time to plant grain. You will have what you want to eat and you can live in safety on your land. I will give you peace in your land and you can sleep without being afraid of anyone. I will get rid of the dangerous animal on your land and there will be no more war there. You will be victorious over your enemies; five of you will be able to defeat a hundred, a hundred will be able to defeat ten thousand. I will bless you and give you many children. (Leviticus .26.1-13)


    The system syariah law such as Saudi Arabia, Iran, Taliban and Hamas are not pure syariah law any more, already corrupted and misleading.

    Syariah Law is the rule or law from Allah who created for His people consists of different beliefs, tribe, nations and colors of skin;
    How do they can live on earth in right way in order people can live in peace, in harmony and prosperity ?

    Syariah laws can be implemented as government’s law.

    But system syariah law like Saudi Arabia, Iran and Taliban are not pure Shariah law and already corrupted and misguide people, created violence, discrimination, and poverty.

    Allah create people as Allah said in Quran;

    O mankind! We created you from a single (pair) of a male and a female, and made you into nations and tribes, that ye may know each other (not that ye may despise each other). Verily the most honoured of you in the sight of Allah is (he who is) the most righteous of you. And Allah has full knowledge and is well acquainted (with all things). Q.48;13.

    Those who follow Allah’s rule or law completely can live in peace, harmony and prosperity.As Allah said in Bible and Al Quran

    Happy are those who obey God’ laws,who live by His commands. Your work will provide for your needs; you will be happy and prosperous. Your wife will be like vine in your home,and your sons will be like young olive trees around your table.A man who obeys God will surely be bless like this. Psalms 128:1

    “Be sure that the book of law is always read in your worship.Study it day and night,and make sure that you obey everything written in it. Then you will be prosperous and successful. Joshuo; 1:8-9

    And it is also revealed to me that if they (the people of Makkah) had stood firm on the law of Allah, We would have supplied water to them in abundance, prosperity. And whosoever turns away from the Reminder of his Lord, He will cause him to enter in a severe torment (i.e. Hell). (17)Q.72:(16).

    But those who follow Allah’s laws some of them and reject the rest will be disgraced in this world and will be punished severely on hereafter.As Allah said;

    Do you, then, believe in some parts of the Book, and disbelieve in others? So, what can be the punishment of those among you who do that, except disgrace in present life? And, on the Day of Judgement, they shall be turned to the most severe punishment. And Allah is not unaware of what you do. Q. 2:85

    From Bible
    If you do evil act and reject the God’s law, God will bring on you disaster, confusion, and trouble in everything you do, until you are quickly and completely destroyed, This disaster will be with you until you die. Deuteronomy 28;20.


    Our question is how to elect a leader or president?
    How to rule a nation that have the different religions, tribes, and cultures? In the other words; what kind of system of Government to rule a nation?

    From above verses are very clear that Muslim have to consult about the worldly affairs with gently and fairly with Jews, Christian, Mukmin and others. Muslim ruler can not impose your beliefs to others. If Muslim force others will occur conflict or war.

    In 21st century will recognize the system democracy, people have to elect his leader through election. Those who have majority of people will leads government. But government have to protect the right of minorities or individuals as God said below;


    Allah warned His prophets, the Ruler or Government have to protect the right of individual or Minority written in Bible and Al Quran.

    Speak up for people who can not speak for themselves. Protect the rights of all who are helpless.speak for them and be a righteous judge.protect the right of the poor and needy. Proverb 31:8.

    “And why should ye not fight in the cause of Allah and of those who, being weak, are ill-treated (and oppressed)? Men, women, and children, whose cry is: “Our Lord! rescue us from this town, whose people are oppressors; and raise for us from thee one who will protect; and raise for us from thee one who will help.Q. 4:75.

    God judges favor of the oppressed and gives them their rights.He revealed His plans to Moses and let the people of Israel see His mighty deeds. God is merciful and loving.Psalm 103 ;6.

    From Allah’s laws above it is clear that Government have to protect the right of individuals,or minority such as; Jews, Christian, Polyteistm, Hindu,Gay-Lesbian, atheist etc. These Shariah Laws from Allah written in Bible and Al Quran are the law of Human Right.

    So the the true Syariah law is Government have to protect the right of individuals or minority. In other words Shariah law have to obey Human Right. Reject Human Right means reject Allah’s laws.


    State and Mosque or Church have to be separated.

    God already explained in Al Quran, Prophet Muhammad (Pbuh) practiced the system of secular which is the authority State and Mosque is separated.

    The existing authority does not involve about people religions or beliefs. The ruler have to take no side of religion. He have to be neutral and treat all religion and all beliefs fairly, without discrimination on the basis of race, religion and gender. As Allah commanded in Al Quran.

    O you who believe, obey Allah and obey the Messenger and those in authority among you.Q.4;59

    When news concerning peace or fear comes to them, they go about spreading it. Had they referred it to the Messenger and to those having authority among them, the truth of the matter would have come to the knowledge of those of them who are able to investigate.Q.4;83

    Above verses are so clear that there are two bodies namely; first is Rasul who leads his religion, and second is Ulil Amri or authority who leads government. Authority is not always a Muslim, but depend on election who has the majority among you all.


    1 . O ye who believe! stand out firmly for justice, as witnesses to Allah, even as against yourselves, or your parents, or your kin, and whether it be (against) rich or poor: for Allah can best protect both. Follow not the lusts (of your hearts), lest ye swerve, and if ye distort (justice) or decline to do justice, verily Allah is well-acquainted with all that ye do. (Q.4; 135.)

    2. Q.49 ; 9.– make peace between them ( Jews,Christian,Quraish etc) with justice, and be fair.

    3. “I believe in the Book which Allah has sent down; and I am commanded to judge justly between you (Jews, Christian and Muslim ). Allah is Our Lord and your Lord. For us (is the responsibility for) Our deeds, and for you for your deeds. There is no contention between us and you. Allah will bring us together, and to Him is (Our) final goal. Q.42:15.

    4. Allâh does not forbid you to deal justly and kindly with those who fought not against you on account of religion nor drove you out of your homes. Verily, Allâh loves those who deal with equity. Q.60;8.

    From above verses Allah commanded the ruler or government have to treat all His people fairly and kindly. There is no discrimination on the basis of race, religion, gender (woman and man ). Justice for all His people.


    Old interpretation;
    Often we hear that extremist Muslim accuse those who does not follow their beliefs is infidel. Therefore, extremist Muslim do not want to obey the existing authority which is the ruler is no Muslim. They want to create the syariah Laws according their own interpretation. Then they want to discriminate against those who does not follow their beliefs. This is wrong and misleading people.

    Modren interpretation based on Allah law below that all citizen have to obey the existing state authority, even the ruler, King or President is not Muslim, or maybe he is Atheist, Christian, Hidu, Jews, Budha etc. Such as; Muslim who live in China,Cuba, and North Korea,where the ruler is atheist, have to obey their laws.

    Muslim who live in Europe,America, where the president is Christian, have to obey the authority.
    Muslim who live in Japan, where the King is Shinto (Budha) have to obey authority. Muslim who live in atheist countries like China and North Korea have to obey the authority.

    Say: “O Allah, O Lord of the Kingdom, You give kingdom to whom You will, and take kingdom away from whom You will; and You bestow honor on whom You will, and bring disgrace to whom You will. In your hand lies the betterment (of everyone). You are surely powerful over everything. Q.3;(26.

    Everyone must obey state authorities, because no authority exists without God’s permission, and the existing authorities have been put there by God.Whoever opposes the existing authority opposes what God has ordered .Roman 13:1-2).


    Obey Allah, obey the Prophet, and obey those in authority among you. (Surat an-Nisa, 4:59).

    HADITS.Listen and obey your authority,though he struck your back and take your wealth force .(Hr Muslim ).

    The way (of blame) is only against those who oppress men and rebel in the earth, without justification for such there will be a painful torment. (42) And verily, whosoever shows patience and forgives that would truly be from the things recommended by Allâh. QS 42;42-43.

    Those who do not obey Allah and Authority will be punished and their life will be disgraced in this world, punished severely on Hereafter. More than one million people will live in suffering because they do not obey Authority and Allah laws.

    As Allah said;
    If you do evil act and reject the God’s law, God will bring on you disaster, confusion, and trouble in everything you do, until you are quickly and completely destroyed, This disaster will be with you until you die. Deuteronomy 28;20.

    Such as; Muslim Brotherhood of Egypt, Taliban of Afghanistan, Al Qaida, Pakistan, Iraq, Syria rebel, Hamas, Chen Chen, Moro-Philippine, China, Thailand, India-Pakistan, Yemen, Sudan, Nigeria, etc.

    Because of rebels, millions people have been suffering, homeless and thousands innocent people, children and women already died, in Syria, Iraq, Chen chen, Afghanistan,Pakistan and other Arab countries.


    The true Islamic government or syariah law is that all citizen has the right to believe and worship his God according to his teaching. There is no compulsion or force in Islamic religion. Every one has freedom to choose his beliefs and even not believe in God. Muslim has freedom to convert to other religion and vise-versa. Islam is a peaceful religion and mercy for all mankind.

    The truth of Syariah law is that there is no compulsion in Islam QS 2;256. and freedom to choose your beliefs and conversion.

    Today I am giving you a choice between good and evil, or between a blessing and a curse, between life and death. (Deuteronomy 30; 1,15)

    And showed him the two ways? QS 90;10.( God’s way, and evil’s way.)

    And say, “The truth is from your Lord. Now, whoever so wills may believe and whoever so wills may deny.” QS 18;29.

    Whoever goes right, then he goes right only for the benefit of his ownself. And whoever goes astray, then he goes astray to his own loss. No one laden with burdens can bear another’s burden.QS 17;15

    And had your Lord willed, those on earth would have believed, all of them together. So, will you (O Muhammad SAW) then compel mankind, until they become believers. QS 10;99.

    ”your(Muhammad(saw) duty is only to convey (the Message) and on Us is the reckoning”. QS 13:40.

    What is wrong with Sharia Law like; Saudi Arabia, Isis, Taliban, Iran,Hamas, etc?. They hijacked Islamic laws by forced

    Sharia Law that implemented in Saudi Arabia, Iran, isis, Taliban, Hamas, Sudan and others are as follows;

    1. The leader is not elected by people, but using force, army with guns and weapons to take the government. This way is wrong and against the rule of God above.

    2. The ruler or King does not treat all people fairly, but he discriminate against minorities such as Jews, Christian, Hindu, Budha and even Muslim Shia. This way is wrong and against the rule of God above.

    3. The ruler or King does not protect the right of individuals or minorities. Even he oppress the right of minorities. There is no freedom of religion, expression and protest. This way is wrong and against the rule of God above.

    4. The ruler or King impose their beliefs to others with sword or guns.
    Those who does not follow his beliefs, will be punished even will be killed. This way is wrong and against the rule of God above.


    Syariah law such as Saudi Arabia,Iran, Taliban, Hamas, Sudan etc are wrong, and misleading people. The right syariah law, the right system of government as below;

    1. The ruler or a leader will be elected by people through election.
    2. Majority will lead Government, and Government have to protect the right of minorities or individuals.
    3. Religious Liberty
    4. Government and Mosque,Church and others have to be separated, and President can not take a side of region , in other words,President have to be neutral, with justice for all.

    In other words, the right of government is the system of democratic secular. So the system democratic secular is THE SYSTEM OF ISLAM, SYARIAH LAW.


    Liberty with freedom of religion, and expression, justice for all people, no discrimination on the basis of race, religion, and gender.

    Government will protect the right of minorities, individual, human right,
    and president and government do not take side of religion.

    America’s constitution is compatible with Allah’s laws, Taurat, Injil and Al Quran.

    Allah want His People ( Mukmin, Jews, Christian, Atheist, Hindu, Budha
    Gay-Lesbian etc. live in peace, and harmony. THIS IS ISLAMIC VALUE.

    How wonderful it is, how pleasant, for God’s people to live together in harmony. Psalm 133:1
    Islamic teaching is a mercy to the worlds. QS.21 :107.

    Even though it is not 100 percent perfect.

    That is way Allah blesses America and its people with peace, harmony and prosperity.

    America is peaceful home for all religion, non religion, or all human that God created.
    America is a home of knowledge.
    America is a generous country in the world.
    America is friendly and lovely people.
    America is a religious country .
    All people, Christian, Jewish, Muslim Sunni, Muslim Shia, Hindu and others say:

    God want His people live in peace, harmony and prosperity.

    How wonderful it is, how pleasant, for God’s people to live together in harmony. Psalm 133;1.

    Last but not least, hopefully, all government in the Arab world will follow Allah’s laws rightly and completely.ameen.
