The City of Dunfermline Area Committee met on Tuesday 16 December 2025. Here’s a summary of the discussion and decisions.

Community Asset Transfer – James Allan Centre

The City of Dunfermline Area Committee has approved a Community Asset Transfer request from the Ahmadiyya Muslim Jama’at (AMJ). The group will purchase the James Allan Centre in Dunfermline for £5,000.

AMJ plans to offer a food pantry, warm room, library and daily prayers. They will also run educational classes for adults and children.

The organisation has been active in Fife for over 10 years. It promotes equality, interfaith dialogue and community service. AMJ is self-funded and relies on member contributions. Their work includes youth mentoring, health awareness campaigns and clean-up events. They also organise charity drives and educational programmes.

No objections were received during the public consultation. A scoring panel found that the benefits of the transfer outweigh the financial loss.

Cllr James Calder, Convener of the City of Dunfermline Area Committee, said: “This asset transfer is a fantastic example of working with a local group in the community. The Ahmadiyya Muslim Jama’at has shown real commitment to supporting local people through inclusive and meaningful services.
“I’m delighted that the James Allan Centre will continue to serve Dunfermline as a place of connection, learning and support.”

This decision gives AMJ a permanent base in Fife. It will help them grow their grassroots work and support the local community.

Hundreds in Dunfermline supported through innovative community projects

Fife Council and its partners have delivered a range of community-led projects during 2024/25 helping families cope with rising costs.

From improving access to childcare and welfare advice to tackling food insecurity, these initiatives have provided practical support where it’s needed most.

Key highlights include:

  • 419 people supported through The Well’s Community Link Worker programme, connecting residents to vital health, social care and welfare services.
  • £4,500 grant used to provide essential household items, such as furniture and appliances to 23 vulnerable households, improving living conditions and well-being.
  • Touch Trust After School Club opened to fill a childcare gap, benefiting around 80 children and helping parents stay in work.
  • Nearly 1,000 concerns addressed through welfare sessions and job clubs, alongside outreach events promoting digital inclusion and financial awareness.

Cllr James Calder, Convener of the City of Dunfermline Area Committee, said: “These projects show what can be achieved when communities and partners work together. We’re not just responding to immediate needs, we’re building resilience and creating opportunities for people to thrive.”
