Abu Ward Al-Raqqawi, the pen name for the founder of the resistance blog Raqqa is Being Slaughtered Silently, posted the picture on his Twitter feed with the comment: “This child will be a risk to you not just to us.”

The “birth certificate” is part of an on-going propaganda campaign by the terror group to establish itself as a long-term force to be reckoned with.

Speaking to the Daily Mail Australia, Australian National University terrorism expert Dr. Clarke Jones said that the picture appears to be authentic. “By showing the birth certificate, and the fact that the group are indoctrinating babies, I think ISIS are indicating they will be around for a long time,” Jones said.

Last summer, the Islamic State announced that all “citizens” living in their self-declared caliphate would be issued a passport by the group. Currently close to 11,000 people have been forced to live under the rule of the Islamic State which stretches across a number of cities from Syria to across the border in Iraq.

The passport was reportedly being printed in a government office in Mosul dubbed by the group the “Identification and Passport Center.” It reads at the bottom: “If the holder of the passport is harmed, we will deploy armies for his service.”
