BHARATANEWS.ID | BOGOR CITY – The resolution of the social conflict in the North Bogor region has not yet finished, now the City of Bogor is faced with problems related to religion which are heating up among western society. The alleged activity of the Indonesian Ahmadiyah Congregation (JAI) in the area has caused renewed unrest among the Muslim community.

The Bogor City Government had previously officially banned all forms of activities of the Indonesian Ahmadiyah Congregation in the Bogor City government area. The prohibition includes the dissemination of Ahmadiyah teachings orally, in writing or via electronic media. It is also prohibited to display organization nameplates, nameplates on houses of worship, educational institutions, etc. with the identity of the Indonesian Ahmadiyah Congregation. They are prohibited from using the attributes of the Indonesian Ahmadiyah Jemaah in any form.

This prohibition is stated in the Letter of the Chairman of the Coordinating Body for Supervision of Community Beliefs (Bakor Pakem Kota Bogor) Number B-02/BK-Kt.Bgr/02/2011 dated 25 February 2011, which aims to create religious harmony, peace and order in life. community in Bogor City.

Not only that, a number of other regulations also clearly emphasize prohibitions against this sect, including the Three Ministers’ Joint Decree (SKB) Number 3 of 2008 concerning Ahmadiyah, West Java Governor’s Regulation (Pergub) No. 12 of 2011, and Decree of the Mayor of Bogor Number 300.45-122 of 2011.

Quoting from the Indonesian Ulema Council (MUI), through Fatwa Number: 11/MUNAS VII/MUI/15/2005, it is emphasized that the Ahmadiyah sect is outside of Islam, heretical and misleading, and Muslims who follow it are apostates (leaving Islam) and the Government is obliged to to prohibit the spread of Ahmadiyah ideology throughout Indonesia and to freeze the organization and close all places of its activities.

Ironically, looking at the applicable regulations, the steps and policies of the Bogor City government seem to carry a huge burden in addressing this problem. Remembering that the alleged activities of the Ahmadiyah sect which were discovered again in March 2024 by the people of Bogor City have not yet been resolved in the eyes of the public. Resident’s Version: Chronology, Petition Letter Rejecting and Demands from Bogor City Residents against the Ahmadiyah Sect

Many residents in West Bogor District agreed to write a petition letter rejecting the presence of the Ahmadiyah congregation in their area. Residents from several local Neighborhood Units (RT) and local Community Associations (RW) strongly rejected the presence of the Ahmadiyah congregation and ended up suing the government based on a chronological account of the incident, a rejection petition and residents’ demands sent to West Bogor District.

From public information gathered by Bharatanews.id, the rejection was based on the confession of one of the residents with the initials AN who had converted from Islam to the Ahmadiyah sect, and according to them, revealed that there had been an effort to invite other residents with the initials JJ through AN and together with IB who were allegedly He is an Imam of the Ahmadiyya sect in the Hegarmanah area, so the community is furious and strongly suggests that there is a message of the Ahmadiyya sect.

The following is the chronology and demands of residents that we got from sources after initialing the names to maintain privacy:

  1. On March 25 2024, Ustadz IS was visited by AG (AN’s son), AG asked Ustadz IS to help give advice to his father (AN) who at that time had joined the Ahmadiyah community.
  2. On March 26 2024, Ustadz IS conveyed this matter to the Chair of RW 08 Gunung Batu Village and said that it would be confirmed first to the person concerned and his family.
  3. On March 26 2024, based on the information in point 2 above, the RW Chair agreed to first confirm and find a solution as closely as possible.
  4. On March 28 2024, without any coordination or notification from the Chair of RW 08, Ustadz IS said that this information had been reported to the MUI Gunung Batu on behalf of Ustadz UB. Due to the incident in point 4, the Head of RW 08 Gunung Batu Village asked Ustadz IS, Ustadz MU, Ustadz SA to immediately meet AN so that there would be certainty regarding AN’s decision and given 1 week’s time.
  5. On April 2 2024, the head of RW 08 Gunung Batu Village received a WA chat from Babinsa and Binmas Gunung Batu which confirmed the contents of the WA chat from Ustadz UB (MUI Gunung Batu) which previously received information from Ustadz UB from Ustadz MU as mentioned in point 4 this chronology.
  6. On April 10 2024, there were no results or information regarding point 4 above, so the head of RW 08 invited the management to immediately take a stand.
  7. On April 11 2024, the RW chairman opened the management meeting which was attended by:
  • ICS, ES, S, Ustadz IS, IH, RU

And agreed at the meeting were 2 decision points, namely:

1. 1. That the residents of RW 08, Gunung Batu Village, do not force Ahmadiyah residents to still believe in Ahmadiyah beliefs but ask them to leave the area of ​​RW 08, Gunung Batu Village.

1. 2. That the residents of RW 08, Gunung Batu Subdistrict welcome Ahmadiyah residents to still want to stay in the RW 08 area but please abandon Ahmadiyah beliefs.

8. Based on the demands of the residents above, Ahmadiyah residents reject the residents’ demands and are ready to take all the risks.

9. Ahmadiyah residents welcome reporting to law enforcement agencies/officials and are ready to face all risks.

Until this news was published, the people of Bogor City were still waiting for confirmation from the government in resolving problems related to the activities of the Ahmadiyah sect in the Hegarmanah area. This latest news was conveyed by Bharata News on Saturday (20 April 2024).

Just Arriving at Mediation, Reflecting the Steps of the Bogor City Government

As time went by, after three weeks, allegations of Ahmadiyah sect activity among Hegarmanah residents surfaced (26/3). Through the West Bogor District, the Bogor City Government has tried to mediate the conflict that arose in the Gunung Batu Village area.

West Bogor Subdistrict Head, Dudi Fitri Susandi, explained that the conflict started with a child who reported his father and consulted a religious figure and then the figure conveyed it back to the MUI.

“It turns out this started with a child reporting his father. Indicated that he had a new hobby, his father learned something new. This means it focuses on the child reporting his father. This child consulted a local ustadz. Then scroll to MUI. “So, with this report, I appreciate the quick movement from RT-RW and thank God,” he explained

Furthermore, the West Bogor Subdistrict Head explained that the government had made mediation efforts. As a result, the person concerned had clarified and apologized for the commotion caused and also clarified that this activity had nothing to do with the Indonesian Ahmadiyah Congregation (JAI) organization.

“Thank God, AN (Name initialed as Red) is a father, this has been clarified. Apologize for this commotion. Then next from JAI, from Ahmadiyah Organizationally. They contacted us for clarification. And it has been clarified that they still obey the government. And if you comply, the government will still comply with the 3 Ministerial Decrees. “So, organizationally there is nothing to stir up at the local location,” he explained.

Still, Dudi said, he explained that this problem would consider the results of the escalation of the problem and then the government would hold a coordination meeting at the District Leadership Conference (Muspika) level.

“The steps to the sub-district head were clear earlier. We will mediate, and the plan is that after this, there will be a coordination meeting at the Muspika level in the sub-district. Then with Pol PP, Kesbang, plans for next week. Like that. Later we will see what the escalation is. This started with information about the child reporting his father. Then there was clarification from the father that this was personal. Until then, it was clarified from the organization that this had nothing to do with the organization.” Obviously

Not for debate anymore, the three ministers’ SKB must be obeyed

Remembering the rules governing the Ahmadiyah sect. The government, JAI and the community must comply with the Three Ministers’ Joint Decree (SKB) Number 3 of 2008 concerning Ahmadiyah. West Bogor Subdistrict Head, Dudi Fitri Susandi, emphasized that the prohibitions in the SKB must be followed, including the prohibition on inviting, inciting or spreading Ahmadiyah beliefs.

“Yes, so in the SKB 3 Ministers, I have to read the details. “But what is clear is that it is prohibited to encourage, instigate, or spread that ideology,” stressed the Head of West Bogor Subdistrict.

However, the sub-district head appealed to no one to take the law into their own hands or interpret the rules themselves. These regulations are clear and must be followed without debate. Every movement that violates these rules must be investigated, whether it is massive or individual.

“But of course I urge you not to take the judge into your own hands, not to interpret for yourself. Because this is not up for debate, the Minister’s SKB3 has been decided and they are complying with it. “If there is a movement, investigate it first, is it massive, is it individuals,” he appealed.

In responding to public complaints, the sub-district head said that he would clarify every complaint received. However, in cases involving regulations that exceed his authority, he will coordinate with related parties at the city level, such as Pol PP, Kesbangpol, and the city MUI.

“I actually got a letter from RW. Initially there was no letter. When the mediation was finished there was a letter. Of course, we clarify every complaint from the public. Just look at the scale first. What is the limit of my authority as sub-district head, I do. If it is outside the sub-district coordinator, then I will coordinate with the highest level. At the city level, there is Pol PP, there is Kesbangpol, there is the city MUI, we still coordinate. “If there are things like that, yes, we will discuss it,” he concluded.

Meanwhile, one of the administrators of the Indonesian Ahmadiyah Congregation (JAI), Fadhal Husban, clarified that this was an individual problem, not on behalf of the JAI Organization, and according to him the most important thing was a conducive and peaceful situation.

“It’s just an individual (private) problem with the family. But it brings organizations. Just a misunderstanding. It has been resolved properly at the Muspika level. “The important thing is that the situation returns to being conducive and peaceful,” he said when contacted via conversation on Whatsapp by the Bharata News editor, Friday, (19/4).
