Surabaya (beritajatim.com) – The National Counterterrorism Agency (BNPT) of the Republic of Indonesia, held a national dialogue with the theme “Synergy to Build an Advanced Indonesia’s Future and Harmony.”
The national dialogue which was attended directly by the Head of BNPT RI Komjen Pol Dr. This Boy Rafli Amar, at the same time inaugurated the NKRI Warung on Jl Ketintang Baru XIV Surabaya, on Saturday (29/10/2022).
The existence of WARUNG NKRI (Wadah Akur Rukun Usaha Conscience for the Unitary State of the Republic of Indonesia) is a form of soft approach in tackling radicalism and terrorism in Indonesia.
This national dialogue event presented the Deputy Governor of East Java, Emil Elistianto Dardak, former Minister of SOEs Dahlan Iskan, Chairman of the Indonesian Cyber Media Association (AMSI) East Java, Arief Rahman and Chairman of PW GP Ansor East Java, Gus Syafiq Syauqi, moderated by Hesti Armiwulan, Chairman of FKPT (Terrorism Prevention Coordination Forum) East Java.
Komjen Boy Rafli Amar said that there are seven characteristics of radical ideologies that are used by terrorists to carry out doctrine. The first is the misuse of religious narratives, anti-humanitarian attitudes, extremism, anti-state and Pancasila. This transnational ideology has ideological and political goals, and is intolerant and exclusive.
Therefore, according to Komjen Pol Boy Rafli Amar, BNPT RI is trying to suppress the doctrine that can erode the value of nationalism, by cooperating with community leaders, especially religious leaders and related stakeholders, to inflame Hubbul Wathon’s motto minal faith (love the homeland is part of faith). from time to time.
“Don’t let this terrorist group influence our youth in the future. So we collaborate with religious leaders, religious leaders who inherited the principle of Hubbul Wathon Minal Iman to continue to voice it, from time to time, elements of society, so all are enlightened,” he said when met at the location of the dialogue.

Although the radical ideology of terrorism continues to search for followers, Komjen Boy admits that he can identify it. According to him, the radical understanding of terrorism in Indonesia is like a virus that spreads intolerance.
“That’s why we have to build our immune system. This Warung NKRI program builds the nation’s immune system, confronts intolerant thoughts, confronts those who agree with the ideologies of terrorism,” he added.
Meanwhile, the Deputy Governor of East Java, Emil Elistianto Dardak added, there are several characteristics of a person being intolerant after being exposed to radicalism, including absolutism (intellectual arrogance), exclusivism (social arrogance), fanaticism (emotional arrogance), extremism (excessive attitude), and aggressiveness (excessive in doing physical actions).
“Not all radical actions have a religious basis. However, not a bit of radicalism that occurs in the name of religion,” he explained.
To anticipate the growing terrorist movement in East Java, Arumi Bachsin’s husband explained that in East Java there are already rules to narrow terrorist movements.
“We have the 2012 Gubernatorial Regulation No. 55 concerning religious development and monitoring of deviant sects, the issuance of the Gubernatorial Regulation that prohibits ISIS in East Java, East Java Regional Regulation No. 8 of 2018 and the East Java Governor’s Decree regarding the prohibition of the Ahmadiyya Community’s activities in East Java,” he said.
Hearing the explanation of Deputy Governor Emil, the former Minister of State-Owned Enterprises, Dahlan Iskan, said that he was relieved after it was confirmed that East Java had regulations that narrowed the movement of terrorists, which could frighten all people.
“We are calm because the program is good and organized. So, for someone like me, why shouldn’t terrorism happen? Because that is the highest threat that scares many people. So it’s the scary element of many people that we have to get rid of,” he said.
According to him, terrorists can hinder the progress of a country because the fear caused is widespread. Therefore, the man who is familiarly called Abah Dis emphasized that the state must be total in fighting terrorism.
“Because this causes widespread fear and it interferes with the country’s development to become a developed country, that’s the point. Terrorism is what disturbs the planning of a country’s progress the most,” he said.
The Chairman of the Indonesian Cyber Media Association (AMSI) East Java, Arief Rahman explained, the spread of intolerance, radicalism and terrorism is now easier and more massive with the use of social media as a medium for disseminating unverified information. Moreover, in Indonesia, currently active users of social media such as Whatsapp, Twitter, Facebook, Youtube, Instagram and TikTok have reached 191 million.
“Our nation has been full of friendliness, etiquette as taught by our parents. Our local wisdom is like that. But it’s not visible at all now on our social media,” he said.
According to him, this can be used as fertilizer to foster extremism and radicalism, if left unchecked. Therefore, Arief, who is also the Chairman of the East Java Digital Communications Committee, hopes that the public will be wiser in social media and digest and disseminate information. “Moreover, the information is not clear and tends to mislead and divide the unity of our nation,” said Arief Rahman.
“So if the public is wiser in receiving information, there is no intolerance and division even though we are different,” he concluded.
Chairman of PW GP Anshor, East Java, Syafiq Syauqi, highlighted the importance of balancing a more moderate religious narrative. According to the man who once studied in Damascus, Syria, young leaders and scholars with moderate views and thoughts need to continue to emerge and be given space and channels to greet the public.
